DWR Report
The number of well permit applications from January 1 through March 31 are summarized below. The number of permit applications in 2016 have been similar to 2015, if not a little higher.

The Water Well Construction Rules testimony period is closed following the March 17 – 18 Water Well Construction Rules (Rules) hearing. There will be a special BOE meeting at May 16, 2016 at 9:00 AM to approve the Rules. The final draft Rules will be posted to the BOE website about a week before the May 16 BOE meeting. Rules, if approved, will be effective September 1, 2016.

The DWR has proposed a new rule that requires contractors to document the condition of a pre-72 well prior to replacement using a modified version of the GWS-68 form.

Production wells constructed in accordance with the current (2005) Water Well Construction Rules may be re-permitted for new approved uses after the new (2016) Water Well Construction Rules are effective.
Currently, there is no requirement for pre-1972 wells to be registered, however the 2016 Water Well Construction Rules will require a pump installation report to be filed. The DWR will need to develop a way to track pump installations for unregistered wells.

Well Inspection Program
The DWR has been very supportive of fully funding the Well Inspection Program. There is concern that the well inspection program may not be included in the 2017 budget because it was late to be addressed by the Joint Budget Committee. The challenge today, as it has been in the past, is competing funds for many different programs. Currently the target is a total of five well inspectors, one chief well inspector and four field inspectors.

Dick Brown (CWWCA Lobbyist) was late and gave his presentation on the Tabor Enterprise for the well inspection program. Because they were late in the session they had decided to postpone the introduction of the bill until next year after having the bill professionally drafted and received more comments from all interested parties. They have sponsors in both houses of the legislature and looks pretty good for next year but it is uncertian what will happen in November.
