DWR Report

Kevin Rein has been appointed as the new State Engineer following Dick Wolfe’s retirement. Keith Branstetter has been appointed for an additional 4-year term on the BOE.

The Administrative Rules are under review. The goal is to have the revised rules effective January 1, 2018, which will require hearing in November 2017. Comments can be submitted electronically via the DWR website.

The DWR has implemented its new well permit database system. Notification for inspection is randomized for 10% of new wells. However, all Laramie-Fox Hills aquifer, Dakota aquifer, variance and owner-installed wells receive notification for inspection.

The DWR is developing new forms, including well permit applications, well construction reports and pump installation and test reports. The DWR was encouraged to seek contractor input on format of the new forms to improve usability.

Well permitting activity during the first half of 2017 has been similar to the first half of 2016:

Discharge Permitting

There has been confusion regarding CDPHE regulations for contractor discharges. Generally, discharges are included in three categories: well yield test, well drilling, well development/rehabilitation. It was suggested that the CWWCA seek clarification at an upcoming BOE meeting.

Greater CGWA/CWWCA Coordination

CGWA has been submitting lunch programs to the BOE for continuing education credit. CGWA will coordinate with CWWCA to provide notice of upcoming events. CWWCA and CGWA will explore combined programs for the January Annual CWWCA conference.

Well Inspection Program

Joe Meigs and Gene Wagner met with Commissioner Don Brown (Commissioner of Agriculture) on July 11, 2017 regarding funding for the well inspection program. Commissioner Brown was receptive, but didn’t know what he could do to help. Senator Randy Baumgardner has been supportive of the CWWCA’s request for audit of the well inspection program.
